Cars and people are different inventory
A forty-stall parking lot could produce more than forty riders if some drivers bring passengers. For example, forty cars averaging 1.5 riders would mean sixty people to transport. That is a planning scenario, not a measured BWOOPS average.
A vehicle advertised as having twenty-four seats may have fewer sellable passenger seats after allowing for a driver, accessibility needs, luggage, or operating rules. The practical limit also depends on the full cycle: loading, travel, unloading, return, and traffic. For a trustworthy booking engine, each departure needs its own seat inventory and confirmed manifest.
